Parliamentarians in the National Council have welcomed the more than N$14 billion budgetary allocation for the Ministry of Education, Arts and Culture, calling on the ministry to decentralise its functions to the regions. A bigger chunk of the budget is however going to salaries and not towards the much-needed schools and hostels.
