The former Speaker of the German Parliament and Chairperson of the Konrad Adenauer Stiftung, Professor Norbert Lammert, paid a courtesy call on the National Council.

The purpose of the engagement was to gain an understanding of the political systems and processes within the Namibian parliament.

"We would like to support the efficiency of parliament in a constitutional democracy like Namibia, and to say the political systems don't differ from each other by the existence of the government; they differ in terms of whether there is serious parliamentary participation."

The Chairperson of the National Council, Lukas Muha, says the engagement signifies the importance of the existing cordial relationship between Namibia and Germany.

"Engagement marks the beginning of a close and warm working relationship between your office and the National Council. In the same vein, I equally acknowledge the formal diplomatic relations existing between the Republic of Namibia and the Federal Republic of Germany, as well as the interparliamentary working relationship that has been growing from strength to strength between the two parliaments."

The duo touched on how members of parliament are elected and how bills are dealt with.

Muha also highlighted some of the challenges related to making laws and formulating policies, explaining that challenges vary based on the specific context and circumstances of each country.

As part of its response to the challenges, the National Council developed a strategic plan that was launched on its 30th anniversary in February.
