Employees of Kayova Lodge and the community in Kavango East are demanding the removal of the lodge's manager.
They claim that the management has diverted from the project's initial plan, from which the community was due to benefit.
The lodge was established for the development and upliftment of the community.
The target was the implementation of a kindergarten, a water project, and orphanages.
The project was founded by the late Catholic father Klaus Denner from Germany in 2003.
However, the employees and community members claim that Giel Hough and Luisa Hough, who are currently managing the lodge, have diverted the project from its initial plan.
They accuse the couple of racism, maltreatment, and self-enrichment through the community's project.
The community demands the removal of the couple from the Kavango Community Development Foundation project with immediate effect, or the lodge will not operate until their demand is met.
The petition directed to Kavango East Governor Bonifatius Wakudumo was received by Ndiyona Constituency Councillor Laurentius Mukoya.
The manager of the lodge, Giel Hough, was present, listening to the complaints, but when approached by the NBC News team, he refused to comment on the allegations.
