The National Youth Service has reiterated that the organization did not withhold the guards' salaries deliberately as alleged.
This follows a demonstration by the NYS guards earlier this week demanding full salary payment.
In a media statement, the NYS said the salaries were paid upon receipt of payment of invoices by the client as NYS solely relies on payments from clients from which the employees are remunerated.
Leading up to the 16th of January when salaries are paid, the organization realized that the client payments received could not cover the entire payroll.
NYS says a notice was issued to the guards and their trade union representative informing them of a possible delay in payments
The employees were given an option of either getting 60 percent of their salary or waiting for full salaries on the 18th of January.
However, they declined and demanded full payment.
Despite their gathering, the National Youth Service was already in motion to collect the shortfall which was secured the same day.
Although the guards received their payment on the day of the demonstration NYS noted that their salaries were not paid as a result of the guards' illegal industrial action.
Nor did they deliberately withhold their money.
