The responsibility of raising children should not be left to one parent or guardian only. And authorities are warning that child neglect will not be condoned in Namibia, and parents are thus called upon to take care of their children and not let them wander in the streets. These minor children were found sleeping in the open at Uupindi mini-open markets at Oshakati West. They have allegedly been sleeping on the floor in this dirty corrugated iron sheet structure, which has not been in use for some time. They boys allegedly slept here in the open without blankets for three nights. They were found shivering by the vendors who sell their produce here who then informed the police and the media. These kids allegedly stay with their mother who is said to have chased them out of her house with reasons only known to her. The Executive Director of the Gender Equality, Poverty Eradication and Social Welfare ministry, Esther Lusepani promised to visit the family of these children to get firsthand information about the two boys for an amicable solution to their predicament. Lusepani said, "I will make a turn at the lady's house just to find out what is really going on. It is important because as a ministry we regard the biological parents as the primary care giver to children, because children need love and it is difficult for them to get that love from somewhere else". She says her ministry has learned that some parents struggle a lot to put food on the table for their children and this is when her ministry steps in, to register needy children on social grants for their upbringing. Lusepani says in Namibia there is a lot of single parenting where children are mostly left in the hands of their mothers, while the fathers are absent in the upbringing of their children. She said, "we encourage fathers that, please take care of your children. What I have seen, especially in our culture is that fathers start to know that they have kids when they become somebody but the formative years they are not there." It is established after the report that the children were taken to the mother and no cases of neglect was opened against her considering that the mother lives in abject poverty, as she is unable to take care of the children.
