The City of Windhoek has offered the government a N$350 million debt swap deal, Mayor Job Amupanda has revealed. A debt swap is a refinancing deal in which a debt holder gets an equity position in exchange for the cancellation of the debt. Dr Amupanda made this revelation last night during the Windhoek municipal council's first meeting for 2021. The Affirmative Repositioning (AR) leader said this forms part of the mutual relationship that the city intends to foster between itself and the central Government. The offer was made to Urban and Rural Development Minister Erastus Uutoni at a meeting in Otjiwarongo recently during an induction workshop for local authority councillors. The City also wants to be subsidised by the Government. Amupanda described the discussions with Uutoni as cordial while a follow-up meeting is in the pipeline. Uutoni could not be reached for comment as his phone went unanswered.
