The New Regional Commander of the Namibian Correctional Service (NCS) for the northern regions has vowed to build on the foundation laid by his predecessor. Commissioner Eliakim Shikongo took over the administration of the regions from Joseph Philander who is going on retirement this month after serving the institution for 39 years.
