A number of shebeens in the capital city are still trading without proper documents and violating the law. Over the weekend, the police came across a number of shebeens and bars, including a Ceremonial Batallion Bar, belonging to the Namibia Defence Force (NDF) in the Greenwell Matongo residential area, allegedly operating without a liquor licence. The Defence Act provides for the establishment of clubs, canteens and bars anywhere outside a military base, but these must operate under the laws governing such enterprises.
