ECB ranked second best electricity regulator in Africa

The Electricity Control Board (ECB) has been ranked as the second-best electricity regulator on the African continent. This was announced during the launch of the Electricity Regulatory Index (ERI) for Africa 2020 on 5 November, which is conducted annually by the African Development Bank (AfDB). Namibia comes after Uganda which performed better on the Regulatory Governance Index (RGI) and Regulatory Substance Index (RSI). However, Namibia outperformed Uganda on the Regulatory Outcome Index (ROI), thanks to the existence of regulatory targets set by legislation and Quality of Service (QoS) indicators. The ERI is a composite index that measures the level of development of electricity sector regulatory frameworks in African countries against international standards and best practice. It is composed of three pillars namely, RGI, RSI and ROI. RGI assess how well the regulatory framework of a country supports the performance of the operators, while RSI assesses how well the regulatory framework is implemented in practice and the ROI assess the outcomes of regulatory processes from the point of view of regulated entities and power consumers, providing insights into how the actions of regulators impact the performance of the sector. The index found Namibia and Uganda as having well-developed electricity regulatory frameworks and their regulators are able to exert the necessary regulatory oversight and authority on the regulated entities. Tanzania, Zambia and Kenya complete the top five performers on the continent.
