The Electoral Commission of Namibia (ECN) says the country will use ballot papers with extensive security features in the upcoming Regional and Local Authority Elections. ECN Chief Electoral and Referanda Officer Theo Mujoro says the new features will be added to pre-existing ones, to safeguard the integrity of the vote. He says the features are aimed at thwarting tampering with or theft of ballot papers. Mujoro says there is a budget for the printing of the ballots, and a company will be selected in due course to print the ballot papers. The ECN leader says all contesting parties will inspect the printing of ballot papers and their dispatch to constituencies on the basis of serial numbers. Mujoro says the ballot papers to be printed will be equivalent to the number of people on the voters' register at the end of supplementary voter registration. The return to ballot paper voting follows a landmark Supreme Court ruling in February this year, which banned all electronic voting without verifiable audit paper trail. Mujoro made the remarks in Windhoek on Friday.
