The OvaHerero/OvaMbanderu and Nama Council for the Dialogue on the 1904-1908 genocide has refuted claims that the purported deal of N$18,6 billion for descendants of the victims is final and non-negotiable. Freddy Nguvauva, one of the five official negotiators of the deal on behalf of the council claims, both Namibia and Germany have agreed to an open-door policy for any request for an increase of the amount, subject to an impact assessment during implementation.
