Government has no financial means to pay or give traditional headmen and women a monthly allowance for their service to communities. The Minister of Urban and Rural Development, Erastus Uutoni told the National Assembly while responding to a question by Kalimbo Iipumbu of the Namibian Economic Freedom Fighters.
