Leader of the Independent Patriots for Change (IPC) has reiterated that the party's councillor for Swakopmund Constituency Councillor Ciske Howard-Smith has breached the law for not being a resident of the constituency she serves. Dr Panduleni Itula says IPC will continue to take swift action against members who contravene laws.
