The |Khomanin Traditional Authority defied the City of Windhoek bylaws by erecting a shack in Groot |Aub for two homeless sisters. Special Adviser to the authority, Walter Haseb said the sisters slept in the cold for three days, further claiming that the City did not respond on time. One of the sisters, Pamela van Staden, said they were previously evicted from a house they rented after failing to pay rent. According to the sisters, they approached several community structural committees in Groot Aub who gave them approval to erect a shack.
