Swakopmund Constituency Councillor, Ciske Howard-Smith has demanded that fellow councillors provide proof of her alleged verbal abuse. A motion of no confidence in her as the Chairperson was tabled by fellow Independent Patriots for Change (IPC )Councillor, Donatus Tegako, who accused Howard-Smith of being disruptive and abusive during meetings.
