The finances of the Windhoek Municipality are said to be in shambles, with its debt now standing at N$2,8 billion, accumulated over the past nine years. These revelations were made by a member of the City's Management Committee Jurgen Hecht, who told a media conference that the municipality continues to operate at a loss.
