The Electoral Commission of Namibia will conduct surveys to determine factors that contribute to voter apathy and low voter turnout in electoral processes. 

This was highlighted during the motivation of the budgetary allocation of the Electoral Commission of Namibia.

In his motivation, the National Assembly Speaker Professor Peter Katjavivi said voter apathy and low voter turnout have been eminently evident during the period of 1998 - 2020 in respect of the Regional Council and Local Authority elections, by-elections as well as national elections.

The ECN is therefore conducting the survey to uncover areas that in the view of the public need to be improved by the Commission.  

The outcome of the survey will be used by the Commission to develop and implement the best strategies for enhanced election administration.  
 
It will also assist the Commission to formulate effective policies and strategies aimed at improving its electoral processes in preparation for the 2024 Presidential and National Assembly Elections and subsequent 2025 Regional Council & Local Authority Elections.

The National Assembly Speaker stated that these initiatives are part of the critical deliverables in line with the ECN Strategic Plans running from 2022 to 2027.

Apart from conducting studies on the General Registration of Voters, research on voter apathy and low voter turnout, the budget will also go towards the administration of elections, voter and civic education and information dissemination.

During the 2023/2024 financial year, the Commission will implement its permanent structure for the regions.

Currently, the 14 regional offices countrywide are only responsible for the implementation of civic and voter education programs.
