The Oshana Regional Council launched four strategic plans to enhance effective service delivery to the community of Oshana and its stakeholders. 

These are the Procedural Manual on Land Allocation in Settlement Areas, the ICT Strategy, the Multi-Hazard Contingency Plan, and the Communication Strategy.

Launching the strategic plans, Oshana Governor Elia Irimari said, "These documents are more than just plans and strategies; they represent our unwavering commitment to the safety, development, and wellbeing of every citizen in our region. Each one has been accurately crafted to address ill aspects of regional governance and operational needs. These documents collectively signify a new era of pro-active governance."

The Chief Regional Officer of the Oshana Regional Council, Theopolina Hamutuma, explains some of the strategic planning roles in the day-to-day operations of the council. 

"We need to know about the security of ICT. We have also launched the Multi-Hazard Contingency Plan. Oshana is vulnerable to floods, droughts, and fires, and here we have just outlined the response measures through disaster risk management, where we highlighted that if fire comes, what should we do to respond with immediate effects? During a drought, how do we make sure that people's lives are not affected? And now, with the flood, we have put up measures to make sure that we have preventative measures in place to respond to the flood."

The Chairperson of Oshana Regional Council, Andreas Uutoni, said the plans will also enable the public to hold the council accountable.

"The public did not have something tangible to base their complaints on, but now there are policies where they can say, 'But your policies say for me, I have to be assisted in this way, but that is not what you are doing to me; you are contradicting your policies'. We have just made it clearer and easier for the public to approach the regional council and launch a complaint to make sure that they measure the services that we are offering them. Whether they are talking about the policies that we have on the table."
