Ohangwena Governor Kadiva-Hamutumwa is advocating the decentralisation of capital project budgets intended for regional development so that regional leadership can be held accountable.
Hamutumwa stressed that giving regions direct control over development funds would lead to more efficient implementation, greater accountability, and improved service delivery.
She made this call during a courtesy visit by the Parliamentary Standing Committee on Education, Civic Relations and Community Development.
Hamutumwa, who embarked on a trip to several constituencies in the region to familiarise herself with projects and activities on the ground, noted that major capital projects are overseen by the central government, which limits regional input and causes delays in completion.
The deputy chairperson of the committee, Austin Shamupwa, reaffirmed Parliament's commitment to ensuring that capital projects and social development initiatives are effectively implemented to improve the lives of Namibians.
