The Prime Minister's Charity Foundation Programme for Local Authorities in conjuction with the Namibia Institute of Public Administration and Management (NIPAM) has organised a five-day Performance Management System (PMS) workshop for some village councils.
The workshop focuses on equipping participants with practical skills to develop and implement effective performance management systems.
The Performance Management System will incorporate strategic, annual and individual planning processes to improve performance and accountability within village councils.
The workshop aims to deepen participants' understanding of performance management principles, provide practical experience in developing performance indicators and targets, and strengthen performance monitoring and evaluation.
"What we are going to do is to capacitate these five local authorities, and this is just the start. We are still going to continue on the performance management system, and we are saying the performance management system is nothing else but a tool, a management tool that will help us to get the way we want to be. It's a tool that helps us to reflect on where we are now and envision where we want to be and also decide how we get there and what it is that will show us that we have arrived. So this is the tool that helps us to see really how we deliver on the promises that we have made," explained OPM Director for PSM, Susan Ntema.
"This is part of the Prime Minister Charity Foundation that NIPAM launched last year, 25 November, 2025. And the foundation was launched just for the purpose of the platform, for us to be enabled to have money to help local authorities develop crucial documents or training workshops such as PMS, adds NIPAM's manager for Marketing, Public, and Stakeholder Relation, Johannes Hatutale.
The workshop is part of the Prime Minister's initiative to ensure that every public institution has an effective performance management system in place.
This includes performance agreements and performance contracts, which help ensure that employees and institutions are held accountable for their responsibilities and targets.
