President Nangolo Mbumba says history is very clear that what the imperial Germans did in Namibia was genocide.

He said a lot more needs to be done to tie up the remaining loose ends and ensure justice.

Namibia and Germany are to negotiate a draft declaration, which was concluded after several rounds of talks.

"Their president is ready to come and apologise to all Namibians, especially the community that has been heavily affected, the Namas and Hereros. It's very clear. But there are certain things we have not yet tied down. The loose ends need to be tied. One, Germany, has to have a resolution in Parliament that they accept, that they are ready."

He adds that the word "reparations' and its connotations have become a concern for Germany, adding that "they don't want reparation because of the other history with other countries. But they want it; they are ready to give something. Whether the issue is now the language, there is a language issue that we need to clear. We must have a clear text: what happened is genocide. What is being given is reparation because of the damage caused, the land taken, lives lost, and everything."
