The Ministry of Defence and Veteran Affairs has refuted allegations made by activist Job Amupanda on social media that it paid N$8 million for a single car part it never received.

In the video posted on social media, Amupanda displayed documents of a procurement approval as well as an invoice from Windhoeker Machinen Fabrik for the alleged spare part.

He claims that the funds were redistributed to support a political party to buy favours.

However, the Ministry of Defence denied these allegations, stating that they do not get involved in politics.

Its executive director, Wilhelmine Shivute, stated that the N$8 million procurement was for parts of more than 14 Armoured Personnel Carriers, as Namibia had to host a bilateral Peace Support Training Exercise with Botswana at the time.

"One does not denote one spare part, but it means spare parts of one brand of vehicles. If the brand were more than one, it would have been reflected as such. We have in our possession the list of the said spare parts for which the ministry was invoiced."

She further said that they had not finished the process because it was the end of the 2022/2023 financial year.

"Despite the fact that the paperwork for the supply of the spare parts was completed, no payment was made because it was during the closure of the financial year 2022/2023. Notwithstanding that no money was paid, Dr. Amupanda has alleged that N$8 million was distributed in the pockets of those that are supporting a corrupt party for them to buy favours. Can he produce proof of payment, the distribution pattern, and the recipients?

Shivute maintained that the allegations are politically driven, adding that it is not the first time Dr. Amupanda has made inferences on the ministry.
