
Prime Minister Elijah Ngurare, on the recommendation of the Public Service Commission, has announced the transfer of several Executive Directors, effective 1 April 2025.
* Gladice Pickering is moving from the Ministry of Justice to the Office of the Prime Minister as Executive Director/Accounting Officer;
* Ben Nangombe moves from the Ministry of Health and Social Services to the Ministry of Industries, Mines, and Energy as Executive Director/Accounting Officer;
* Esther Kaapanda, who was responsible for the Ministry of Works and Transport, will now be at the Ministry of Industries, Mines, and Energy as the Executive Director without accounting functions;
* Annely Haiphene is moving from the Ministry of Fisheries and Marine Resources to the Ministry of Defence and Veterans Affairs as Executive Director/Accounting Officer;
* Dr. Wilhelmina Shivute moves from the Ministry of Defence and Veterans' Affairs to the Ministry of Urban and Rural Development as Executive Director/Accounting Officer for the remainder of her contract;
* Titus Ndove, currently the Executive Director of the Ministry of Finance and Public Enterprises, takes over at the Ministry of Works and Transport as Executive Director/Accounting Officer;
* Lydia Indombo, who served as the Executive Director of the Ministry of Labour, Industrial Relations, and Employment Creation, is taking over at the Ministry of Gender Equality and Child Welfare as the Executive Director/Accounting Officer;
* Dr. Michael Humavindu, who was the Executive Director of the National Planning Commission, is moving to the Ministry of Finance as Executive Director/Accounting Officer;
* Amb. Penda Naanda, Executive Director of the Ministry of International Relations and Cooperation, remains at the Ministry of International Relations and Trade as Executive Director/Accounting Officer;
* Ndiitah Nghipondoka-Robiati, who was the Executive Director of the Ministry of Gender Equality, Poverty Eradication and Social Welfare, is being transferred to the Ministry of International Relations and Trade as Executive Director without accounting functions for the remainder of her contract;
* Erastus Haitengela, previously the accounting officer for the Ministry of Sport, Youth and National Service, moves to the newly merged Ministry of Education, Innovation, Youth, Sport, Arts and Culture as Executive Director/Accounting Officer;
* Gerard Vries, who was at the Ministry of Higher Education, Technology and Innovation, moves to the Ministry of Education, Innovation, Youth, Sport, Arts and Culture as Executive Director without accounting functions;
* Sikongo Haihambo, who was at the Ministry of Industrialisation and Trade, is transferred to the Ministry of Environment, Forestry and Tourism as Executive Director/Accounting Officer;
* Ndiyakupi Nghituwamata moves from the Ministry of Agriculture, Water and Land Reform to the Ministry of Agriculture, Fisheries, Water and Land Reform as Executive Director/Accounting Officer;
* Teofelus Nghitila is transferred from the Ministry of Environment, Forestry and Tourism to the Ministry of Agriculture, Fisheries, Water and Land Reform as Executive Director without accounting functions;
* Penda Ithindi moves from the Ministry of Mines and Energy to the Ministry of Health and Social Services as Executive Director/Accounting Officer;
* Nghidinua Daniel, who was at the Ministry of Urban and Rural Development, moves to the Ministry of Justice and Labour Relations as Executive Director/Accounting Officer;
* I-Ben Nashandi is transferred from the Office of the Prime Minister to the National Planning Commission as Executive Director/Accounting Officer.
Secretary to Cabinet George Simataa, in a media statement, explained that executive directors without accounting functions are required to assist the accounting officers of those ministries in the execution of the mandates of those offices, ministries and agencies (OMAs). Furthermore, they are also required to report to those Executive Directors with accounting functions.
OMAs not mentioned above remain intact with their current Executive Directors/Accounting Officers.
