
The new speaker of the 8th Parliament of the National Assembly, Dr. Saara Kuugongelwa-Amadhila, has emphasised the need for unity, accountability and a focus on service delivery during an interview with nbc's Inside the Chambers programme.
Dr. Kuugongelwa-Amadhila stressed that leadership should reflect the country's investment in its people and ensure value through effective governance.
Though only three weeks into its session, the 8th Parliament of the National Assembly has already postponed the debate on the 2025/2026 national budget.
This followed concerns from several MPs about the late availability of budget documents.
Dr. Kuugongelwa-Amadhila clarified that the postponement was a procedural matter and not a sign of dysfunction, explaining that the delay was due to adjustments made by the new administration.
The Speaker assured the nation that the budget process remains a top priority.
"The new administration came into office on 21 March, just days before the end of the financial year. The President made structural changes to some ministries, which required adjustments to the budget documents. The Ministry of Finance communicated the delay, and a consensus was reached among all party whips to defer the debate. Technical support from financial and economic experts was provided to help members contribute meaningfully to the appropriation process."
Dr. Kuugongelwa-Amadhila also addressed the absence of the Official Opposition leader, following the Independent Patriots for Change's decision not to appoint one.
The Speaker confirmed that communication was received from the party.
"There is no need for panic. The Constitution allows Parliament to adopt rules and procedures to carry out its mandate. Something is not unconstitutional simply because it is not explicitly stated in the Constitution."
The House will resume on Tuesday, the 8th of April, with the national budget as the only item on the agenda.
