Ombudsman John Walters says bureaucracy in the domestic judicial system, discourages ordinary citizens from reporting incidents of racism, tribalism and hate speech. This he said is further perpetuated by a lack of clear legal guidelines on what constitutes such crimes, as well as a lack of urgency around ensuring justice for victims, against their perpetrators.
