Refugees in Namibia will be issued IDs bearing the name African Guest Identity Card from the current Refugee Identity Card. The Home Affairs Ministry explained that this is being done in the spirit of Pan-Africanism because Namibia views people who seek asylum as guests. The changing of the name will not, however, change the requirements for refugee status.
