The use of ballot papers for the upcoming Regional Council and Local Authority Elections is more vulnerable to election fraud than the use of electoral voting machines (EVMs). A researcher at the Institute of Public Policy Research (IPPR) Frederico Links believes ballot papers could create more logistical challenges.
