One group of descendants of the 1904-1908 Genocide says lack of international laws to compel Germany, leaves affected communities at the European country's mercy. The Ovaherero, Ovambanderu and Nama Council for Dialogue (ONCD) says it welcomes Germany's offer to pay N$ 17,4 billion to a reconciliation programme for the Namibian communities.
