President Hage Geingob has reiterated that decisions discussed and decided on in Cabinet, are collective decisions. He said Cabinet ministers are appointed from Swapo's parliamentary list and that the Cabinet handbook states that once a decision is taken, Cabinet members are bound by it, whether he or she agrees or disagrees with it. In case the dissenting member does not wish to be associated with the decision, the only alternative open to him or her is to resign. "Therefore, it is clear that if you are unable to toe the party line for whatever reason, you must resign. "Discussions on budget allocations to the different ministries are also exhausted before being debated on in the National Assembly," he said. The Swapo leader further cautioned the party's lawmakers against absenteeism in the National Assembly, saying the needs of the electorate should come first and laws passed on time.
