Effective public sector governance is conditional for improved performance of public institutions and sustainable socio-economic development and poverty eradication. These were remarks of Prime Minister Saara Kuugongelwa-Amadhila when she officially opened the 8th congress of the Association of Regional Councils at Outapi in the Omusati Region. The congress is being held under the theme "embracing change and transformation".
