At least 10 regional councils and local authorities have signed Memoranda of Understanding (MoU) with the Road Fund Administration (RFA). The MoU's, known as Procedure Agreements, outline a set of rules and obligations to secure funds from the RFA to maintain roads and traffic laws. The newest beneficiaries are the Okahandja, Leonardville, Gobabis, Witvlei and Otjinene local authorities, as well as the Omaheke Regional Council.
