SWAPO's leadership already took a decision to introduce the policy of reconciliation, while in exile. Former President Hifikepunye Pohamba says this was because the party wanted to dismantle all apartheid policies at all cost. Pohamba was among the senior SWAPO cadres who returned to the country under the stewardship of the then director of elections, Hage Geingob 31 years ago.
