The City of Windhoek has warned residents that noise pollution is an environmental crime under city by-laws, posing health risks to people and animals.  

Officials met with John Pandeni Constituency residents to address complaints about loud churches, bars, and late-night parties disrupting sleep and causing stress. Studies link noise pollution to hearing loss, heart problems, and poor concentration in children.  

City officials are gathering public input to balance community needs while enforcing noise laws.  

"We need to revisit regulations to close gaps. The law must serve the people, including noise control," a city representative said.  

John Pandeni Councillor John Moonde called for stricter rules, particularly on churches and bars operating late.  

"Churches going until 2 a.m., bars blasting music—it’s unbearable. Leaders should hear from affected residents," Moonde said.  "When drums play all night, it’s like a radio under your bed."

Under a 2006 law, excessive noise can lead to fines up to N$2,000 or six months in jail.
