
The Namibian Police in the ||Kharas Region have confirmed that they are actively investigating an alleged N$3.9 million fraud involving August 26 Construction, a subsidiary of August 26 Holdings, and officials from the ||Kharas Regional Council. The investigation centers on the Office Park construction project of the ||Kharas Regional Council.

Deputy Commissioner Nicodemus Mbango, Head of the Regional Crime Investigations Division, informed nbc News that a criminal case was officially registered on November 8, 2024, by the Acting Chief Regional Officer of the ||Kharas Regional Council.
Deputy Commissioner Mbango also noted that August 26 Holdings has opened a parallel case in Windhoek, and a joint investigation with the Commercial Crime Investigation Division is currently underway. Police have collected affidavits from several council employees related to the investigation.
These developments occur amid public pressure following claims made in the National Assembly by Affirmative Repositioning leader, Associate Professor Job Amupanda. He submitted a dossier of allegations in the form of questions directed at Minister of Defence and Veterans Affairs Frans Kapofi, calling for accountability within August 26 Holdings and its subsidiaries.
Dr. Amupanda alleged that the funds were fraudulently diverted through companies not directly associated with the contract, specifically citing transactions involving Ultimate Trader CC and Tushiko Investment CC.
He also connected this matter to previous controversies involving August 26 subsidiaries, including an N$8 million car parts quotation scandal and a N$255 million classroom construction tender.
Dr. Amupanda posed several questions to the Minister of Defence, seeking clarity on procurement practices, the handling of corruption allegations, and the roles of senior officials.
The Minister of Defence and Veterans Affairs is expected to respond to these inquiries during a National Assembly session on April 17, 2025.
