Namibia joined 191 member states at the 28th Universal Postal Union (UPU) Congress in Dubai, where delegates adopted the "Dubai Strategy" and elected new leadership for the global postal sector.

Masahiko Metoki of Japan was re-elected as Universal Postal Union Director General, with Marjan Osvald of Slovenia retaining his position as Deputy Director General. Member states also chose representatives to the Council of Administration and the Postal Operations Council.

Namibia's delegation, led by acting Executive Director in the Ministry of ICT, Linda Aipinge-Nakale, welcomed the Dubai Strategy.

"We commend the adoption of the Dubai strategy, which is a forward-looking vision for the postal sector. For Namibia, the development of a more inclusive and sustainable postal sector is critical. The Dubai strategy offers us the opportunity to strengthen digital inclusion and enhance income benefits, improve cross-border trade and expand access to essential government and financial services. Particularly for rural communities. Aligned with the Namibia Six National Development Plan, we build the postal network as a vital enabler of social and economic development by supporting job creation, innovation, and service delivery. The Congress's outcome will help us build a resilient, competitive and people-centred postal sector that contributes directly to our national growth agenda."
