The Gibeon Village Council is leveraging smart partnerships with larger towns across the country to fast-track development.

NBC News sat down with the Acting Chief Executive Officer of the Gibeon Village Council, Pederius Tjihoreko, to talk about some of these initiatives.

The village council has entered into an agreement with the City of Windhoek and the Oranjemund Town Council, and it is engaging the Swakopmund municipality for another memorandum of understanding.

The purpose of the agreements is to tap their expertise in human resources, town planning, surveying, and infrastructure development.

"Therefore, reaching out is more important because contacting the City of Windhoek allowed us to achieve the progress I am showing you here. If we didn't reach out, we could not have sat with the small cars that were given to us by the City of Windhoek. As we are speaking now, we have also reached out to Oranjemund. We need to obtain machines from Oranjemund as outlined in a memorandum of agreement, which also aligns with the municipality's requirements, not just in terms of infrastructure. There is also a capacity-building component from which we can benefit in other towns, such as Swakopmund, where I need to take my administrative officials to observe how they prepare their agenda."

The Village Council has also made progress in the elimination of the bucket system.

In its third phase, the council has engaged the relevant ministries that have acted promptly in providing funds, and the council is now busy with sewer reticulation.
