The German-Namibian Joint Declaration Agreement on genocide, apologies and reparations is expected to be concluded before the end of the year. 

A member of the technical committee of the Genocide,  Apology and Reparations negotiations, Dr Charles Eiseb, revealed this in an interview with NBC News. 

Dr Eiseb said the government's eighth administration under the leadership of President Netumbo Nandi-Ndiatwah is adamant to finalise the German-Namibian Joint Declaration but stopped short of giving an exact timeline. 

However, he was quick to note the signing of the agreement is imminent. 

" In fact, our mandate is genocide must be acknowledged, which is sufficiently acknowledged in the Joint Declaration. The second one is that an apology should be tendered by the leadership of Germany. As I have indicated earlier, the German president was in Namibia with the memorial service of the late sitting president Geingob, and there he tentatively already indicated that he is ready to come and apologise, and the third one is the reparations; this is already enshrined in the Joint Declaration. All this I have highlighted."

Eiseb explained the ratification of agreements forming part of the Joint Declaration Agreement is delaying its final signing.

"Now the basic thing is to look at the last hurdles, and then there are five agreements to sign with the Joint Declaration. That is the Joint Declaration Agreement, Reconciliation Agreement, Reconstruction Agreement, Disbursement Agreement and Bi-National Commission Agreement. I can explain that eventually. Now these documents need to be properly prepared for the signing by the ministers, Foreign Affairs Minister and in our case International Relations Minister. So this needs to be ratified for that."
