The Minister of Agriculture, Fisheries, Water and Land Reform, Inge Zaamwani, says the ministry has started developing a commercial agricultural rating and taxation system.

The system will address the identified shortcomings and improve the administration of Land Tax on commercial agricultural land.

Zaamwani was responding to PDM MP, Diederik Vries who raised concerns regarding mismanagement of the Land Acquisition and Development Fund dating back to 2018.

“This system will be comprised of two modules, one for computer aided mass appraisal system, otherwise, comma, and the Land Tax Payment Reconciliation System. The Namibian Resettlement Farms Administration system has been developed. However, the consultant, which is UNAM, is presently concluding the remaining deliverables within the agreed period, which will end in November 2026. To date, a total of 75,599 resettlement applications have been captured on the system. The system is expected to be developed and to be deployed to all the 14 divisions, and regional offices by end of July 2026. And a refresher training program will be accorded to the users by September 2026.”

She also gave a breakdown about its effectiveness.

“The systems will continuously be enhanced for greater overall functionality, capability, and reliability. Once operational, the system will address the identified anomalies, enhance the efficiency and accuracy of the Land Tax Administration system, to ensure compliance with the required standards.”
