Residents of Windhoek's Hakahana Habitat 11 area are calling for the installation of prepaid water meters for their households.
More than 100 residents in the area share a single prepaid water meter.
Residents claim that their meter readings are only done after six to seven months, resulting in huge amounts owed.
The community regards the communal meter as punishment, noting that many here are unemployed and thus unable to help settle the rising debt.
They have now appealed to the government to provide each household with prepaid water meters.
