The bill seeks to regulate the formal recognition of the Baster Traditional Authority within the country.

This rule allows MPs to object to a bill without providing motivation for their objection, leading to division within the house.

The objected private member's bill also intends to facilitate the establishment of traditional authorities in urban areas, provided that these areas represent the historical origins of the respective communities.
