Concerns over Windhoek's parking metre system were brought to the fore in the National Assembly with questions regarding dwindling parking revenues and outdated infrastructure. 

UDF MP Dudu Murorua, who initially raised the issue, said there was a noticeable yearly decline in parking revenue.

An investigation initiated by the Windhoek municipal council in 2021 revealed that the existing parking metres were outdated and no longer properly maintained.

The Minister of Urban and Rural Development, Erastus Uutoni, clarified that the Municipality of Windhoek does not make payment to 'KeyPlot Investment', but instead 'KeyPlot Investment' as the service provider for parking management collects revenue and pays a lump sum amount to the Council. 

He noted that trained police officials continue to manage the parking metres as part of their broader responsibilities.

On the other hand, PDM MP Mike Venaani raised concerns about the maintenance capacity of towns and villages, emphasising the prevalence of potholes on roads across various regions.

Responding to Venaani's concerns, Minister Uutoni acknowledged this fact and suggested that funds from the Road Fund Administration also be allocated to local authorities.

He stressed new rules to ensure funds are directed towards infrastructure needs, aiming to avoid past misuse. 

The debate underscored ongoing challenges faced by Windhoek and other local authorities in maintaining critical infrastructure while managing contractual obligations for public services.
