The Ministries of Education, Arts, and Culture and that of Sports, Youth, and National Service have launched the Integrated Physical Education and School Sports Policy (IPESS), 2023–2030.
In February 2017, the two ministries signed a Terms of Reference on the implementation of the programme, which aims to remove the barriers that prevent the establishment of a well-coordinated PE and school sports system in Namibia.
The primary goal of the policy is to prioritise the holistic development of learners and citizens as a whole through PE and PA physical activity and sport.
This will contribute positively to strengthening the human development capacity of learners by improving education, increasing the chances for them to attain rewarding employment, and significantly reducing socio-economic inequalities.
The Deputy Minister of Sport, Youth, and National Service, Emma Kantema, outlined the importance of the policy as the ministry's flagship initiative that aims to provide productive pathways for the Namibian youth, building resilience and essential skills for their future.
"The groundwork is now in place, and if we as the education and sports community can work together, we can demonstrate how determined we are to establish the value of physical education and school sports participation amongst learners. In the long run, the IPESS policy will unearth unpolished gems at the grassroots level, just as it did with Christine Mboma, Beatrice Masilingi, and others."
She added that with full implementation and proper funding, the policy can ensure the excellent performance of elite athletes in the country, positioning them at a young age for all future competitions.
Education Deputy Minister Faustina Caley stated that the policy is more than just a framework for physical activity but that it is a visionary blueprint that seeks to integrate life skills into the educational system through PE and sports.
"By leveraging PE and school sports, we aim to strengthen the resilience of our learners, equipping them with the tools they need to thrive both academically and personally. Our mission is clear: to provide accessible, equitable, and inclusive education that fosters tolerance, skill development, and productivity. Tolerance, a cornerstone of a cohesive society, cannot be taught through textbooks alone."
