Residents of the Otjiwarongo and Grootfontein constituencies in the Otjozondjupa Region can expect to vote for their new constituency councillors in separate by-elections before June 2025.
This is due to the announcement that their current constituency councillors—Elder Filipe of Grootfontein and Marlayn Mbakera of the Otjiwarongo Constituency—are on the new list of members of parliament, as declared on Wednesday by the Electoral Commission of Namibia.
Filipe and Mbakera are ranked 18th and 47th on the National Assembly list, leaving their positions open once they vacate them in March 2025.
Namaseb explained that Filipe and Mbakera will remain in their current positions at the constituency offices until they are sworn in to their new roles on 21 March 2025, after which they will be able to resign and become members of parliament.
ECN's Otjozondjupa Electoral Officer, Victoria Amutenya, stated that once the Swapo Party informs the ECN about the vacancies, the normal processes for notifying other political parties will occur, along with the supplementary registration of voter cards.
Amutenya indicated that if the two constituency councillors resign from their positions in March 2025, the by-elections would take place in June 2025.
In November 2025, all eligible voters will go to the polls to elect their constituency and local authority councillors.
