The Swapo Party's Moses Khumub is the Councillor for the Guinas Constituency following Friday's by-election, defeating the Landless People's Movement's Fransiskus Khumub.
Moses garnered 1,407 votes to take the seat left vacant following the death of Elias Martinus.
The LPM's candidate, Fransiskus, collected 612 votes.
ECN's Returning Officer Sion Shikufinde says 22 ballot papers were spoilt.
The by-election was marked by a poor turnout of 2,019 out of 4,300 registered voters.
Sion Shikufinde, the Returning Officer of the Guinas constituency, announced the results: "We have recorded the votes for the following candidates. Number one is Mr. Khumub Fransiskus, who got 612 votes, and number two is Mr. Khumub Moses, who got 1,407 votes. I would like to therefore declare that Mr. Khumub Moses, for the Swapo Party Namibia, has been duly elected for the Guinas Constituency."
Shikufinde described the election process as smooth, with only one incident recorded where a mobile polling team was denied entrance at a private lodge near the Etosha National Park gate.
