Otjozondjupa Governor John ||Khamuseb said Otavi should be developed along the main B1 road.
The governor was addressing the Otavi Community Development Committee as part of his three-day visit to the town.
||Khamuseb said with fertile soil and abundant water, there is potential for Otavi to become the breadbasket of the country.
The Namibia University of Science and Technology (NUST) will open an agricultural sub-branch in the Otjozondjupa Region, either in Okakarara or Otavi.
The governor recommends conducting such developmental activities along the B1 road.
"The space between the Shell service station and the clinic must be kept open so we can at least develop a shopping mall that looks like this one on that side. It must be an attending point of ours so that we can beautify our town, and then we are going to build all those houses alongside the B1 road."
Other training institutions, such as Cosdec and NIMT, the governor said, should also open branches in Otavi.
With the planned opening of another mine in the vicinity, ||Khamuseb emphasised that the mines should invest 10% of their profits back into the community.
According to the governor, there are plans to formalise the informal settlements at Otavi.
The Otavi Development Committee called for sports facilities and a hospital to cater for the growing population of the town.
The youth also made use of the governor's presence to enquire about the National Youth Development Fund applications, of which he said he will invite the trainer from Buspro Consulting Services in conjunction with the SME forum to answer all their queries.
