Independent candidate Paulus Mbango cites stimulating the local economy, community upliftment and access to resources as some of his priority areas.
During a rally at Mayana Village, Kavango East, Mbangu said he has made notable changes in the past five years.
Mbangu is currently Rundu Rural's constituency councillor and is competing for a second term.
Paulus Mbangu said his aim is for everyone to have access to the resources they need to thrive, like electricity, water, income-generating projects and sanitation, among others.
Educational programmes that empower residents with knowledge and resources also top his list.
Mbangu said he is not asking for votes but for partnerships that thrive on collaboration, innovation and support.
Mbangu, however, expressed his strong opposition to the Kavango Link Water Project, as well as the 2025 Land Reform Bill that seeks to disempower traditional leaders, among many other concerns.
The rally at Mayana also included another Independent candidate, Petrus Kashumali, who is contending for the Mashare Constituency.
Mbangu says Kashumali is a principled person capable of taking Mashare Constituency forward.
Kashumali says Mashare is one of the most disadvantaged constituencies and vows to advocate for road infrastructure, farmer support, youth empowerment, and employment creation, as well as bringing water closer to the people.
