Speaker of the National Assembly Saara Kuugongelwa-Amadhila motivated a budget allocation of over N$410 million for the National Assembly and N$134 million for the National Council for the 2026-27 financial years.

The Speaker said this budget for the two houses is guided by key areas of concentration aligned with the constitution and objectives for the NDP6, which include strengthening legislative effectiveness, enhancing oversight and promoting transparency and accountability in democratic processes.

"The institution continues to face significant financial constraints. A reduction of N$32.5 million in the 2026-27 financial year has placed considerable pressure on operations. The leadership of the National Council and that of the National Assembly heard the public outcry and the calls from this house that we need to eliminate duplication and potential wastage of resources by coordinating oversight activities of the Standing Committees of both houses."

The Speaker also motivated the vote of the Electoral Commission of Namibia, with a budget of N$181 million, and the Anti-Corruption Commission, with an allocation of N$109 million for the 2026-27 fiscal year.

As we enter the off-peak season, the commission, through programme 2, will roll out deliberate outreach programmes across the country with a specific focus on civic education. This targeted programme aims to strengthen citizens' understanding of their fundamental rights and civic duties towards electoral processes. As part of their public education and corruption prevention initiatives, the officials of this main division will oversee the implementation of the envisaged Third National Anti-Corruption Strategy and Action Plan 2026-230."
