The National Fisheries Indaba at Walvis Bay has ended with key decisions to strengthen science, protect marine resources, support aquaculture and ensure more Namibians benefit from the sector.
The first-ever three-day National Fisheries Indaba identified problems in the sector, provided solutions and called on the government to commit to speedy implementation.
One major problem identified for action is the neglect of scientific research and the lack of support for such research.
Prime Minister Elijah Ngurare stated, "So you can have all the systems in the world, but if that science is not supported by the smallest of things such as procurement, then what is it we expect from science?" If they cannot procure that which will assist them, then what is it that we are going to get? We are directing the minister through the ED; we must make sure that the public procurement system through the policy unit that that matter is attended to, and by Friday I get feedback. Because some of the things are not complicated."
The government is also backing measures to strengthen aquaculture and create opportunities for young entrepreneurs.
A directive was issued to work with the City of Windhoek to facilitate the revival of a closed aquaculture company, while the Agricultural Bank of Namibia is expected to assist through its fisheries funding window by Friday.
"The difficulties of aquaculture, the feed, including the black soldier fly, so that company of that young person, or those young people, three of them, as I understand, so they must be supported to restart that company. To restart that company with the clear objectives for which it was started. And if it has to create employment as it was started, it must create employment."
The Indaba also resolved that there must be a commitment to science-based fisheries management.
The government says catch limits must be guided by scientific evidence and precautionary measures, while monitoring, control and surveillance must ensure compliance.
"The outcome of this National Fisheries Indaba 2026 must have one and only song. Implementation, implementation, implementation."
The recommendations will be elevated to Cabinet for consideration.
