The National Public Key Infrastructure has been operationalised, with DigiNam now launched to support secure electronic signatures and digital transactions.

ICT Minister Emma Theofelus made the announcement in a ministerial statement to the National Assembly, outlining the implementation of provisions of the Electronic Transactions Act of 2019.

Section 20 of the Act provides for electronic signatures, while Chapter 5 sets out the accreditation framework for security services and products. Both provisions came into operation on 15 June 2026.

DigiNam is designed to facilitate electronic signatures, authentication, and encryption, alongside digital government services, online banking, and e-commerce.

Theofelus says DigiNam will reduce the need for people to repeatedly certify documents when accessing government services, where information is already securely held and can be verified electronically.

The Communications Regulatory Authority of Namibia is the national root certification authority. It is responsible for accreditation, oversight, and assurance under the National PKI Trust Framework.

The initiative also forms part of wider plans for digital transformation, with work focused on a unique digital identity, secure data exchange, and systems that can work together across government.

Theofelus urged lawmakers to support legislation strengthening the digital environment.
