The Moses ||Garoeb Constituency in the |Khomas Region is one of the most populated constituencies in the region, with more than 40 thousand inhabitants. The majority of the population are adults who will go to the polls in January.

Now mostly covered by silver structures, the Moses ||Garoeb Constituency was created in 2003 under the name Western Hakahana at the recommendation of the Third Delimitation Commission, which suggested that the constituency of Hakahana be split.

Since then, the suburb of Hakahana has fallen into two different constituencies.

In 2008, the constituency was named after the politician Moses ||Garoeb whose popularity within Swapo was based on his outspokenness and his accessibility as an Administrative Secretary. He was also known for his often uncompromising and hard-hitting statements.

The eastern part of Hakahana is now called the Tobias Hainyeko Constituency, after another politician, Tobias Hainyeko, who, in 1967, while on a combat mission to improve communications between his operational headquarters in Tanzania and PLAN's guerrilla units in Namibia, shot and wounded two South African policemen patrolling the Kwando river.

Moses ||Garoeb Constituency had a population of 25,642 in 2001, and ten years later, the amount had almost doubled to 45,564.

Residents are involved in mostly self-employed activities, and in some cases, small businesses receive support from the government.

The constituency also boasts of a school named after the late Dr. Abraham Iyambo, a former minister of fisheries as well as education.

He was known by the slogan "deliver, deliver, deliver'' and showed up at schools unannounced.

The majority of the Moses ||Garoeb Constituency, 41,550 people, are registered to vote in the upcoming bi-election.

The bi-election follows the death of Swapo's Ailly Venonya, who succeeded Martin David in 2020.
